PawaPay secures a payment service provider license in Mozambique to help businesses accept mobile money payments easily across the country.

PawaPay has officially received a formal Payment Service Provider license from the Bank of Mozambique to connect local mobile money networks directly with commercial businesses.

The official regulatory approval was issued to the company’s local subsidiary, Quidexplus Mozambique, on October 8, 2026, granting full permission to register local and international merchants across the country.

Under the central bank’s supervisory framework, the new license allows PawaPay to onboard merchants directly, allowing shops, online businesses, and services to accept and send money using local mobile wallets.

Rather than forcing a store owner to sign separate contracts and build complex computer systems for Vodacom’s M-Pesa, Movitel’s e-Mola, and Tmcel’s mKesh, PawaPay provides a single technical bridge that connects to all networks at once.

The payments business is already finalizing technical connections with major local mobile operators and international money transfer companies to expand payment collections and cross-border family remittances across Mozambique.

Granting a payment operating license to an international aggregator is a huge win for everyday workers and small business owners in Mozambique.

In Mozambique, almost four times as many citizens use mobile money phone accounts compared to traditional brick-and-mortar bank accounts.

However, many small shopkeepers and online sellers struggle to accept digital payments from different phone networks because setting up separate bank connections is very difficult and expensive.

By using one simple digital tool to connect all mobile wallets, local stores can easily sell goods, accept customer payments, and pay workers directly through their mobile phones.

Explaining how receiving official government approval opens up safe digital payment channels for local business growth, executive leadership at PawaPay expressed excitement about entering Mozambique’s fast-growing mobile money market.

Commenting on the central bank approval, Ilídio Matchebe, Mozambique Country Director at PawaPay, stated that the company’s “authorisation opens a regulated route for merchants into one of Africa’s most active mobile money markets”.

Highlighting how Mozambique’s regulatory update aligns with global payment trends, market analysts and financial tech monitors noted that mobile money is becoming the main engine for business trade across the continent.

Payment experts covering the expansion noted that “by October, it says it was processing around 7 million transactions daily across 23 African markets”, proving that businesses prefer using unified digital tools over old bank transfers.

PawaPay now operates across twenty-three African countries. The company’s expansion into Mozambique follows a similar regulatory license secured by its Kenyan unit, Quidexplus Kenya, in September 2026.

As the Bank of Mozambique modernizes national payment laws to encourage digital trade, PawaPay’s new central bank license ensures that local merchants can trade faster, grow their businesses, and collect payments easily from millions of mobile wallet users.
