The agreement was reached in Washington during a diplomatic mission led by Senegalese President Bassirou Diomaye Faye, who met with a executive delegation from Cybastion headed by CEO Dr. Thierry Wandji.
The multi-million-dollar commitment covers key digital priorities set by the Senegalese government. Central components include developing secure data centres, building systems to counter cybercrime and establishing technology transfer frameworks to boost national digital skills.
These infrastructure investments aim to safeguard sensitive public data, streamline civic administration platforms and reinforce national technological sovereignty as more government services move online.

Beyond financing, the partnership integrates local Senegalese startups directly into project execution. By involving domestic technology companies in rollout and maintenance, the initiative ensures that technical expertise remains within the country while retaining a greater share of economic value locally.
President Faye emphasized that Senegal is prioritizing mutually beneficial investment partnerships over traditional aid. The initiative seeks to build a competitive local digital ecosystem, generate skilled technology jobs for young citizens and position Senegal as a secure regional digital hub.
