Egypt and Mali have signed a bilateral digital cooperation agreement to expand cross-border fiber optic infrastructure and foster joint artificial intelligence initiatives.
Egypt and Mali have agreed to expand their digital cooperation targeting joint investments in high-speed fiber optic infrastructure, capacity building, artificial intelligence initiatives and cybersecurity governance across North and West Africa.
The agreement was reached during official bilateral discussions between Egypt’s Minister of Communications and Information Technology, Dr. Amr Talaat and Mali’s Minister of Communication, Digital Economy and Modernisation of the Administration, Alhamdou Ag Ilyene. The strategic dialogue focused on aligning regional technology agendas and establishing structured avenues for knowledge exchange between Egyptian tech institutions and Malian public entities.
A central pillar of the bilateral partnership involves leveraging Egypt’s position as a major international internet routing hub to support Mali’s national digital infrastructure plans.
Under the agreed framework, Egyptian telecommunications experts and network operators will provide technical assistance and strategic guidance to help Mali expand its domestic fiber optic backbone.
By improving regional terrestrial fiber interconnectivity, the joint initiative aims to lower international bandwidth costs for Malian consumers, enhancing network resilience and extend reliable broadband access to underserved inland communities.

In addition to physical network rollout, the collaboration places heavy emphasis on digital talent development and institutional capacity building.
Egypt will extend access to its specialized digital training programs including initiatives managed by the Information Technology Institute (ITI) and the National Telecommunication Institute (NTI)to Malian students, software developers and public sector ICT personnel.
Furthermore, both ministries agreed to collaborate on artificial intelligence frameworks, administrative digitization and joint cybersecurity incident response protocols ensuring that expanded digital access is supported by robust data governance and resilient public infrastructure.
