Submer and Intel Partner to Advance AI and High-Performance Computing Infrastructure Across the Middle East, Africa and Turkey

Submer and technology giant Intel have joined forces to accelerate the deployment of energy-efficient AI and high-performance computing (HPC) infrastructure across the Middle East, Africa, and Turkey (MEAT). 

Full-stack artificial intelligence infrastructure provider Submer has signed a regional collaboration agreement with Intel to deliver next-generation AI high-performance computing (HPC) and high-density data center solutions across the Middle East, Africa and Turkey.

The partnership comes as organizations across the region transition from experimental AI pilots to production-scale deployments. The rapid adoption of AI workloads, generative models and continuous inferencing is pushing traditional data center infrastructure to its limits, creating urgent demand for increased compute density, efficient power management and advanced cooling technologies.

Under the collaboration agreement, Intel contributes its high-performance compute platforms, technology roadmaps, and validated reference architectures.

In turn, Submer provides end-to-end regional engineering, infrastructure design and deployment capabilities spanning advisory services, data center construction, power systems, advanced thermal management and IT integration.

By uniting Intel’s hardware architecture with Submer’s localized delivery capacity, the two companies aim to provide enterprises with a unified, end-to-end deployment path.

A primary focus of the partnership is the joint development and validation of high-density reference architectures including liquid-cooled and immersion-cooled designs combining Intel platforms with Submer’s thermal systems to ensure operational stability, energy efficiency and reduced power consumption.

The alliance targets a diverse range of regional clients including public-sector institutions, national sovereign AI programs, enterprise businesses, hyperscale cloud providers and telecommunications operators.

Beyond supporting new data center construction, Submer will conduct feasibility assessments to retrofit existing facilities, enabling older data centers to support modern, high-density graphics processing unit (GPU) clusters without requiring complete structural rebuilds.

Khalid Aljamed, General Manager for the Middle East, Africa and Turkey at Submer, emphasized that regional clients possess strong ambitions for AI adoption but require a seamless technical path from initial concept to live operations. Working alongside Intel allows organizations to interface with a single, coherent architecture rather than managing fragmented, multi-vendor components.

Ahmad Alabduljabbar, General Manager for Saudi Arabia at Intel noted that combining Intel’s validated designs with Submer’s advanced liquid cooling capabilities offers a practical sustainable pathway to build flexible infrastructure.

The joint initiative directly supports regional economic diversification goals including Saudi Arabia’s Vision 2030 strategy for digital leadership and AI sovereignty. Initial rollout activities will focus on developing validated reference blueprints, running proof-of-concept customer projects, and hosting technical workshops across priority markets.
