China’s President Xi Jinping has offered to help developing nations build and share artificial intelligence software through a new open digital network.

China officially announced this global technology plan on Sunday, September 13, 2026. Under this proposal, China plans to lead the creation of a shared artificial intelligence system for member countries in the BRICS international business group, helping everyday programmers, researchers, and tech businesses across developing nations access top quality computing tools without paying high fees.

The major announcement was delivered during the annual BRICS summit meeting held in New Delhi, India. Global political leaders and technology representatives from eleven member nations, including China, India, Russia, South Africa, Egypt, Ethiopia, and the United Arab Emirates, gathered alongside ten partner countries from across Africa, Asia, and Latin America.

While the meeting took place in Asia, the proposed digital programs are designed to reach computer engineers and local businesses across major African markets and other developing regions known as the Global South.

The main reason why China is proposing this shared digital network is to create an open and cheaper alternative to closed artificial intelligence systems built by big American computer companies.

Currently, foreign tech corporations keep their software code secret and charge high fees for businesses to use their smart tools.

By opening up computer code so anyone can read, change, and improve it, China wants to help smaller nations build their own smart tools for local factories, farms, and schools without depending entirely on Western technology.

In addition to sharing computer code, the Chinese president presented a five-part technical plan to support digital business growth.

This plan includes creating a shared cloud computing platform, setting up specialized training courses for young computer engineers, building smart factories, and helping local businesses connect across borders.

By sharing these digital resources, member countries can train local students, build better software apps, and protect their computer systems while keeping technological development fair and accessible to everyone.

Explaining the main goal behind creating a shared computer network for developing partner nations, President Xi Jinping stated, “China will be a pioneer in establishing a BRICS AI open source community, support cooperation in developing and applying large language models, hold specialised AI seminars and training courses, and build an open ecosystem for AI.”

Calling on member countries to work together for shared growth, he added that “Greater BRICS countries should further cooperate, maintain the stability of industrial and supply chains and cultivate an integrated market.”

This major international technology offer marks an exciting opportunity for young software developers, university students, and business owners across Africa and other emerging markets.

By opening up access to powerful computer code and offering free technical training, the new digital initiative aims to make artificial intelligence tools cheaper and simpler for developing nations to use in solving everyday real world problems.
