Abu Dhabi and OpenAI Launch Machine-Readable Government Initiative

Abu Dhabi has formed a strategic partnership with OpenAI to launch the world’s first machine-readable government initiative.

Abu Dhabi has taken a bold step toward becoming the world’s first fully AI-native government by partnering with OpenAI to launch the pioneering Machine-Readable Government (MRG) initiative.

Unveiled following high-level discussions between Abu Dhabi leadership and OpenAI CEO Sam Altman, the project aims to transform traditional public administration by converting complex government policies and laws into formats that artificial intelligence systems can easily read, understand and apply.

The core idea behind the MRG initiative is to make administrative processes faster, more transparent and entirely streamlined. Instead of forcing citizens, businesses, and government employees to manually sort through massive volumes of regulatory text for routine approvals, the system uses secure AI models to assist with compliance assessments.

For instance, the initiative is already being piloted with the Abu Dhabi Agriculture and Food Safety Authority to review regulations surrounding food imports. When businesses apply for permits or certificates, AI-driven tools can instantly check applications against official rules, linking every assessment directly to the relevant legal provision.

While the technology automates the heavy lifting of compliance checking, human governance remains firmly in control. Official public servants retain ultimate authority and responsibility for all final decisions, ensuring accountability across every administrative process.

Furthermore, the initiative is designed with rigorous data protection standards centered on local in-country processing, where AI computations are hosted securely on graphics processing units (GPUs) located inside UAE data centers and governed by strict local cybersecurity laws alongside a fail-closed architecture. Additionally, strict data privacy guarantees ensure that all government data processed through the system belongs entirely to Abu Dhabi, remains fully guarded and is never used to train external AI models.

The Machine-Readable Government project serves as a cornerstone of the broader AED 13 billion Abu Dhabi Government Digital Strategy (2025–2027). It is designed to integrate seamlessly with TAMM, the emirate’s unified digital service portal that consolidates more than 1,200 public and private services.

By integrating cutting-edge AI directly into everyday public administration, Abu Dhabi is setting a new global benchmark for how governments can harness technology to improve efficiency, cut red tape and better serve their citizens.
