Visa has signed a strategic two-year digital transformation partnership with the government of Senegal.

Global digital payments leader Visa has signed a two-year Memorandum of Understanding (MoU) with Senegal’s Ministry of Telecommunications and Digital Affairs.

The strategic partnership is designed to accelerate the modernization of public services, expand secure digital payment networks and support Senegal’s broader economic goals under its national digital strategy.

The collaboration marks the first official public-private framework between Visa and a government institution in Senegal. Led by Samba Diouf, Senegal’s Minister of Telecommunications and Digital Affairs, and Aminata Kane, Visa’s Senior Vice President and Director for West and Central Africa, the agreement focuses heavily on improving how citizens interact with public administrative systems.

Specifically, the partnership will explore and implement practical digital payment use cases, including individuals-to-government (P2G) and government-to-individuals (G2P) transactions. By introducing secure, seamless digital payment channels for public fees, taxes, and state disbursements, the initiative aims to cut through bureaucratic red tape and make everyday interactions faster and more transparent for citizens.

“This strategic partnership with Visa marks a decisive step forward in our efforts to accelerate the New Deal Technologique. Now is the time for action: we must be fully operational and move from intent to tangible results by deploying practical, secure and inclusive solutions that directly address the everyday needs of Senegalese citizens.”

By combining national development priorities with Visa’s technological expertise, the partnership aims to build a resilient, inclusive, and secure digital ecosystem across Senegal.
